加拿大移民部长马克·米勒(Marc Miller)1月22日宣布，对国际学生入学实行两年的上限，2024年新的学习签证减少35%。其中，包括安省在内的一些省份将减少50%或更多。

加拿大时间1月22号重新消息更新！IRCC消息：

1，加拿大政府将在国际学生签证申请上设定一个接受限额，以稳定未来两年的新增长。预计到2024年，2024年的学签配额将会调整到批准360,000份学习许可，较2023年减少35%。the Government of Canada will set an intake cap on international student permit applications to stabilize new growth for a period of two years.For 2024,the cap is expected to result in approximately 360,000 approved study permits,a decrease of 35%from 2023.

2，为了维护公平原则，已建立了各省和地区的个体限额，根据人口权重分配。学习许可的续签不受影响。攻读硕士和博士学位以及小学和中学教育的学生不包括在限额内。目前的学习许可持有人不受影响。(In the spirit of fairness,individual provincial and territorial caps have been established,weighted by population.Study permit renewals will not be impacted.Those pursuing master’s and doctoral degrees,and elementary and secondary education are not included in the cap.Current study permit holders will not be affected.)

3，IRCC将为每个省和地区分配一部分限额，然后由各省和地区在其指定的教育机构之间分配分配额。为了执行这一限额，从2024年1月22日起，提交给IRCC的每份学习许可申请还需要附带来自省或地区的证明信。各省和地区预计将在2024年3月31日之前建立向学生发放证明信的流程。(IRCC will allocate a portion of the cap to each province and territory,who will then distribute the allocation among their designated learning institutions.To implement the cap,as of January 22,2024,every study permit application submitted to IRCC will also require an attestation letter from a province or territory.Provinces and territories are expected to establish a process for issuing attestation letters to students by no later than March 31,2024.)

4，这些临时措施将持续两年，2025年将在年底重新评估将接受的新学习许可申请数量。(These temporary measures will be in place for two years,and the number of new study permit applications that will be accepted in 2025 will be re-assessed at the end of this year.)

5，为了更好地匹配毕业工签，ircc调整以下标准：

(1)从2024年9月1日开始，在已获得许可以提供相关公立学院课程的【私立学院】就读的学生将不可申请毕业工签。Starting September 1,2024,international students who begin a study program that is part of a curriculum licensing arrangement will no longer be eligible for a post­graduation work permit upon graduation.Under curriculum licensing agreements,students physically attend a private college that has been licensed to deliver the curriculum of an associated public college.

(2)硕士及其他短期研究生课程的毕业生将很快有资格申请为期3年的工作许可，不限于课程长度。Graduates of master’s and other short graduate-level programs will soon be eligible to apply for a 3-year work permit.

6，未来几周，开放工作许可仅适用于国际研究生(硕士和博士)的配偶。国际学生在其他学习层次(包括本科和学院课程)的配偶将不再有资格申请开放工作许可。(In the weeks ahead,open work permits will only be available to spouses of international students in master’s and doctoral programs.The spouses of international students in other levels of study,including undergraduate and college programs,will no longer be eligible.)
